With all the shortage of budget in any Country and any Public Agency, why not make "mandatory" for any public Agency, the use of open Source Software.
Also, whenever "non-open-source" projects are proposed, why not make "mandatory" and require publication on the newspapers of the jurisdiction, a copy of Total Cost of Ownership and Life Cycle Cost Analysis, of the solutions proposed.
The required exceptions, regarding "mission-critical" systems, could be adressed by a separate process of appropriation, similar to the one in use for matters of urgency.
